This paper discusses the application of information and communication technology (ICT) in the commercial, non-passenger maritime sector. The paper first profiles the available technologies in this subject area, which predominantly involve globally accessible satellite communications, then examines their application in two large shipping companies.The paper considers Maritime Personnel Management in the context of seafaring, regarding the crew of a ship as a node in a distributed network, and as transnational teams. Customised personnel management and knowledge management software for the maritime (...) market is available and this can be employed to improve operational efficiency. Shipping companies have traditionally been strictly hierarchical organisations, but evidence suggests that this is changing alongside the wider implementation of e-commerce in the sector.It was found that cost is a decisive factor in determining the extent to which shipping companies are prepared to invest in an information and communications technologies (ICT) infrastructure. However, new satellite technologies such as Mobile Packet Data now provide an economical method of transferring data between ship and shore. The ‘office at sea’ is a viable proposition thanks to this, once the initial investment in equipment has been made, with the ship being another node in the corporate Intranet or Wide Area Network (WAN).Extending ICT provision to allow for seafarer access to e-mails is a vital welfare provision, to alleviate isolation and assist in recruitment and retention. However, it was found not only that the seafarer’s family at home may not have access to the technology to send and receive e-mails in many parts of the world, but that ship owners had negative attitudes to the use of ICT for such purposes.The potential for Maritime e-learning was investigated, the sector being supplied by vendors offering customised maritime software solutions. Fully Internet-based e-learning is unlikely to be economically viable for some years to come, due to the cost of access using a satellite link, but creative computer-based training solutions are available, based on CD ROMs and tutor support by e-mail. Computers dedicated to training use are provided by larger shipping companies, but are by no means universal across the maritime sector.Welfare provision for seafarers is offered mainly by organisations in the voluntary sector. Such organisations have made creative use of available technologies, both on Web sites and in the ICT provision offered in Seafarers’ Centres. There has not, however, been an increase in enquiries and reports of mistreatment from seafarers as a result of being able to receive these over the Internet, mainly due to a poor level of Internet access at sea. ‘Crew Calling’ is an encouraging development as it gives seafarers their own communications link, distinct from the ship’s communications system.This study indicates that the use of maritime ICT for human welfare and training is relatively limited. Although there are many available technologies which can assist in bridging the physical gap between land and sea by ‘virtual’ means, current business pressures dictate that only the most profitable and forward-thinking companies are willing to consider fully implementing them. The authors conclude that the provisions described in this paper will eventually become the industry norm, but that virtual connections are at present far from complete. (shrink)

The collection exhibits the overall structure of Fischer's view and shows how the various elements fit together to form a comprehensive framework for analyzing free will and moral responsibility. The topics include deliberation and practical reasoning, freedom of the will, freedom of action, various notions of control, and moral accountability. The (...) essays seek to provide a foundation for our practices of holding each other (and ourselves) morally and legally accountable for our behavior. A crucial move is the distinction between two kinds of control. According to Fischer, "regulative control" involves freedom to choose and do otherwise ("alternative possibilities"), whereas "guidance control" does not. Fischer contends that guidance control is all the freedom we need to be morally responsible agents. Further, he contends that such control is fully compatible with causal determinism. Additionally, Fischer argues that we do not need genuine access to alternative possibilities in order for there to be a legitimate point to practical reasoning. Fischer's overall framework contains an argument for the contention that guidance control, and not regulative control, is associated with moral responsibility, a sketch of a comprehensive theory of moral responsibility (that ties together responsibility for actions, omissions, consequences, and character), and an account of the value of moral responsibility. On this account, the value of exhibiting freedom (of the relevant sort) and thus being morally responsible for one's behavior is a species of the value of artistic self-expression. (shrink)

This paper argues that the value of acting freely and responsibly is a species of the value of self-expression. When I act freely, I write a sentence in the story of my life, and this gives my life the shape of a narrative, which, in turn, gives my life a unique sort of meaning and value.

The Frankfurt cases have been thought by some philosophers to show that moral responsibility does not require genuine metaphysical access to alternative possibilities. But various philosophers have rejected this putative "lesson" of the cases, and they have put forward a powerful "Dilemma Defense." In the last decade or so, many philosophers have been persuaded by the Dilemma Defense that the Frankfurt cases do not show what Frankfurt (and others) thought they show. This essay presents a template for a general strategy (...) of response to the Dilemma Defense. This is a survey of recent work on God and human freedom. A version of the "basic" argument for the incompatibility of God's omniscience and human freedom is presented. Various possible responses are developed and discussed.

I present two different models of moral responsibility -- two different accounts of what we value in behavior for which the agent can legitimately be held morally responsible. On the first model, what we value is making a certain sort of difference to the world. On the second model, which I favor, we value a certain kind of self-expression. Near-death experiences offer a glimpse not only into the nature of death but also into the meaning of life. They are not only useful tools to aid in the human quest to understand death but are also deeply meaningful, transformative experiences for the people who have them. In a unique contribution to the growing and popular literature on the subject, philosophers John Martin Fischer and Benjamin Mitchell-Yellin examine prominent near-death experiences, such as those of Pam Reynolds, Eben Alexander (...) and Colton Burpo. They combine their investigations with critiques of the narratives' analysis by those who take them to show that our minds are immaterial and heaven is for real. In contrast, the authors provide a blueprint for a science-based explanation. Focusing on the question of whether near-death experiences provide evidence that consciousness is separable from our brains and bodies, Fischer and Mitchell-Yellin give a naturalistic account of the profound meaning and transformative effects that these experiences engender in many. This book takes the reality of near-death experiences seriously. Some have argued (following Epicurus) that death cannot be a bad thing for an individual who dies. They contend that nothing can be a bad for an individual unless the individual is able to experience it as bad. I argue against this Epicurean view, offering examples of things that an individual cannot experience as bad but are nevertheless bad for the individual. This book provides a comprehensive, systematic theory of moral responsibility. The authors explore the conditions under which individuals are morally responsible for actions, omissions, consequences, and emotions. The leading idea in the book is that moral responsibility is based on 'guidance control'. This control has two components: the mechanism that issues in the relevant behavior must be the agent's own mechanism, and it must be appropriately responsive to reasons. In his recent essay in the Philosophical Review, “Truth and Freedom,” Trenton Merricks contends (among other things) that the basic argument for the incompatibility of God's foreknowledge and human freedom is question-begging. He relies on a “truism” to the effect that truth depends on the world and not the other way around. The present essay argues that mere invocation of this truism does not establish that the basic argument for incompatibilism is question-begging. Further, it seeks to clarify important elements of (...) the debate, including the fixity-of-the-past premise in the incompatibilist's argument and the Ockhamist response. It sketches some potential links between the issues here and recent work on ontological dependence, and it connects the issues raised by Merricks to important work that has appeared in (among other places) the Philosophical Review. Several theorists (Merricks, Westphal, and McCall) have recently claimed to offer a novel way to respond to the dilemma of freedom and foreknowledge, rooted in Molina's insight that God's beliefs depend on what we do, rather than the other way around. In this paper we argue that these responses either beg the question, or else are dressed-up versions of Ockhamism.

In this paper I develop a sketch of an overall theology that dispenses with “alternative-possibilities” freedom in favor of “actual-sequence” freedom. I hold that acting freely does not require freedom to do otherwise, and that acting freely is the freedom component of moral responsibility. Employing this analytical apparatus, I show how we can offer various important elements of a theology that employs only the notion of acting freely. I distinguish my approach from the important development of Open Theism by William (...) Hasker. My view about God’s foreknowledge is in-between comprehensive foreknowledge and no foreknowledge. In previous work we have defended the deprivation account of death’s badness against worries stemming from the Lucretian point that prenatal and posthumous nonexistence are deprivations of the same sort. In a recent article in this journal, Fred Feldman has offered an insightful critique of our Parfitian strategy for defending the deprivation account of death’s badness. Here we adjust, clarify, and defend our strategy for reply to Lucretian worries on behalf of the deprivation account.

ABSTRACT The Frankfurt-style Counterexamples to the Principle of Alternative Possibilities have been controversial. I sketch some of the major moves in the debates surrounding the FSCs, and I seek to provide an answer to a big challenge: the indeterministic horn of the ‘dilemma defense’. Given indeterminism, it is unclear how Black can know with certainty what Jones will choose and do in the future; this leaves at least some open alternatives for Jones. I adopt the strategy of positing God in (...) Black’s place. The challenge now is to explain how God can have knowledge with certainty of future free human behavior in an indeterministic context, insofar as there is no entailing evidence in available in advance in such a situation. I present the Bootstrapping View of God’s knowledge to solve this problem. If we replace Black with God, we have an indeterministic case in which an agent acts freely, and yet cannot do otherwise. My account of God’s knowledge provides an interpretation of Luis de Molina’s notoriously obscure notion of Supercomprehension. (shrink)

In this paper I give an overview of my “framework for moral responsibility,” and I offer some reasons that commend it. I contrast my approach with indeterministic models of moral responsibility and also other compatibilist strategies, including those of Harry Frankfurt and Gary Watson.

On a view most secularists accept, the deceased individual goes out of existence. How, then, can death be a bad thing for, or harm, the deceased? I consider the doctrine of subsequentism, according to which the bad thing for the deceased, or the harm of death to the deceased, takes place after he or she has died. The main puzzle for this view is to explain how we can predicate a property at a time (such as having a misfortune or (...) being harmed) to an individual who does not exist at that time. This is the Problem of Predication. I consider alternative attempts to solve this puzzle, including one suggested by Ben Bradley, and I argue that they do not succeed. I go on to provide a new way of addressing the Problem of Predication and thus defending subsequentism against this specific threat, contrasting my approach with others currently on offer. (shrink)

We have argued that it is rational to have asymmetric attitudes toward prenatal and posthumous non-existence insofar as this asymmetry is a special case of a more general (and arguably rational) asymmetry in our attitudes toward past and future pleasures. Here we respond to an interesting critique of our view by Jens Johansson. We contend that his critique involves a crucial and illicit switch in temporal perspectives in the process of considering modal claims (sending us to other possible worlds).

Control-based models of moral responsibility typically employ a notion of "tracing," according to which moral responsibility requires an exercise of control either immediately prior to the behavior in question or at some suitable point prior to the behavior. Responsibility, on this view, requires tracing back to control. But various philosophers, including Manuel Vargas and Angela Smith, have presented cases in which the plausibility of tracing is challenged. In this paper we discuss the examples and we argue that they do not (...) in fact impugn an attractive and natural tracing component. Our discussion can function in part as a defense of a control-based account of moral responsibility, but also as simply a defense of tracing. (shrink)
